The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 168,000 apartments and over 370,000 residents. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas including: Lead, Mold, Heat, Elevators, Pest, Waste Management, and Inspections. Under the direction of the Chief Operating Officer (COO), the Chief of Staff will assist in the supervision of the operations of the New York City Housing Authority, participate in the planning and execution of the Authority’s strategic priorities, manage projects and initiatives that are a priority for the COO; oversee agency-wide efforts to improve service delivery; liaise with all NYCHA departments; and coordinate and follow up on requests, projects and assignments. Primary Responsibilities The responsibilities of the Chief of Staff include, but are not limited to the following: Manage the Office of the COO Work closely with the COO to set and execute on Authority priorities. Synthesize and prioritize key information for the COO. On behalf of the COO, communicate with internal and external stakeholders, most notably, City Hall, residents, elected officials, partner agencies, employees and civic groups. Act as liaison between the COO and senior management team, functioning as a resource for identifying challenges and developing solutions, and ensuring the timely flow of information. Track and follow up on key deliverables at the Executive Team level. In coordination with the COO, Special Assistant and administrative staff, ensure COO’s schedule is effectively managed to prioritize key activities. Manage confidential data, including sensitive business, financial and personnel information. Assist in the Oversight of Day-to-Day Operations Visit properties and other field staff on a regular basis; frequent intra-city travel required. Participate in the on-call schedule: every 5-6 weeks, the Chief of Staff will be responsible for monitoring Operations outside regular business hours and will be required to attend to any emergencies that may arise. Manage Senior Advisor to the COO and the complaint services team, which resolves complex, priority repairs and other resident cases. Act as Proxy of the COO Represent COO in meetings and on committees. Collaborate with the senior management team and provide project management and support, where necessary. Diagnose and troubleshoot key organizational challenges, as needed, on behalf of the COO. Quarterback Special/Strategic Projects Manage top priority initiatives that require cross-disciplinary implementation, particularly across multiple departments and levels. Review and analyze departmental operations and service delivery; make recommendations for enhancements and improved effectiveness at meeting performance goals. Execute projects that require utmost confidentiality and/or urgency for the Authority. Create presentations through research, analysis, site visits, and information gathering. Analyze policy and draft memos with policy recommendations. Minimum Qualifications A baccalaureate degree issued upon completion of a four-year course of study in an accredited college or university and fifteen (15) years of satisfactory, responsible, full-time, paid experience of a nature and level of responsibility to qualify for the duties of the title in real estate management activities or in activities related thereto, such as slum clearance, appraisal, construction, sales, or legal, of which seven (7) years must have been in an executive or administrative capacity; or A satisfactory equivalent. Humility - Comfortable leading as well as executing and taking constructive input from multiple sources. Empathy - Open to multiple perspectives and approaches regarding high stakes issues and projects. Ability to work independently and with minimal direction with strong attention to detail. Driver's license strongly recommended for site visits in all five boroughs.
