Job Description

Washington County is now seeking our next Deputy Chief Financial Officer (Deputy CFO). This is a key leadership role that supports the Chief Financial Officer (CFO) by overseeing day-to-day financial operations, including management of staff, financial reporting, accounting processes, investment portfolios, banking activities, and internal controls, while providing strategic financial analysis and guidance to senior management, ensuring timely and accurate financial information to support critical business decisions.

About the Department
The Washington County Finance Department provides financial management services supporting twenty-one departments across five functional areas of operations: General Government; Public Safety and Justice; Land Use and Transportation; Housing, Health, and Human Services; and Culture, Education, and Recreation. The Finance Department coordinates the annual budget process, oversees management accounting activities, supports operational transactions, and manages cash flow, banking, and investment activities. Procurement services and personal property disposition are also managed within the Department.

The Opportunity
This is a hands-on financial executive position responsible for managing accounting functions, cash flow management, internal controls, audit support, staff management, and finance business system management. In coordination with the CFO, the Deputy CFO works with the appropriate staff to ensure a clean and timely year-end audit producing the County's, and the County component units', Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), and all other required financial reports.

The Deputy CFO also oversees the Finance Business System Team in the current implementation of a new Enterprise Resource Planning system that will go live in January 2026. This is a significant transition for the County and County staff and will require a proactive leader who can manage change in integrating finance and budget staff from all departments, and who can expertly coordinate training and business processes to ensure successful implementation.

Our ideal candidate has ten or more years of increasingly responsible experience in government accounting and has served in a management or executive level position, has demonstrated exceptional oral and written communication skills, and holds a finance-related professional certification (such as a Certified Public Accountant or Certified Public Finance Officer).

Education and Experience:

  • A Bachelor's degree in Public, Business, or Finance Administration, or closely related field, including training in accounting, public sector budgeting, payroll administration, investments, and/or finance administration; AND Six (6) years of work experience in related fields which includes at least two (2) years of work experience in a supervisory or lead role.

Preferred Qualifications:

  • Certified Public Accountant License or Certified Public Finance Officer

Additional Requirements:

  • Successful completion of a comprehensive background check which includes a credit history check.

Please note: A resume and cover letter are required to be considered for this position.

Selection Process:

  1. MQ Review: HR will screen applications for minimum qualifications after the initial posting closes.
  2. SME Review: Applications for candidates that meet minimum qualifications will be forwarded for an in-depth review of cover letter, resume, and supplemental question responses.
  3. Panel Interview(s): Our goal is to schedule panel interviews with candidates that pass the SME review as soon as possible.
