DIRECTOR OF SPECIAL EDUCATION
JOB DESCRIPTION
TERMS OF EMPLOYMENT: 1. 240 day contract (12 month).
2. Job Type: Licensed Administrator with Special Education certification.
3. Reports to: Superintendent of Schools.
4. Salary based on district Licensed Salary Schedule and Administrative Index for
the position.
5. FLSA Status: Exempt.
6. 10 days vacation per year of employment.
7. 12 days sick leave per year of employment.
8. 3 days personal leave per year of employment.
PERSONAL QUALIFICATIONS
- Must hold a master's degree in education and an Arkansas Teaching License.
- Must possess knowledge of all facets of the Special Education Program as well
as special education law, programs, and policy compliance.
3. Must be computer literate with the ability to accurately complete and submit
program applications.
4. Must be able to read and comprehend written instructions, policies, and
procedures.
5. Must be attentive to details, a self-starter, able to work effectively without
constant or direct supervision. Must be able to multi-task.
6. Good moral character.
7. Good communication and organizational skills.
8. Understands the concept of confidentiality and supports guidelines concerning
the release of public information.
GENERAL DUTIES/RESPONSIBILITIES ( but not limited to ):
Special Services Program:
1. Supervise and administer all district programs for children with disabilities under
Individuals with Disabilities Education Act (IDEA).
2. Be knowledgeable about the developments and trends in special education,
instructional management and supervision, including attendance at meetings and
training for LEA Supervisors conducted or sponsored by the ADE, Special Education Unit (SEU).
3. Supervise the location, identification, and evaluation process for students with
disabilities, including privately-placed students receiving educational services
within the district's jurisdictional boundaries.
4. Monitor operation of district programs for children with disabilities to ensure operation
in accordance with state adopted and approved policies, procedures and guidelines.
5. Timely compliance with any and all required report deadlines.
6. Provide on-going, regularly scheduled consultation to special and regular education
personnel in the district.
7. On a regular basis, visit special and regular education classrooms to observe effectiveness
of the special education program.
8. On a regular basis, consult with teaching staff to assure that specific needs of the special
education students are met.
9. Designate appropriate professionals responsible for appraisal, programming and
implementation activities as specified by state guidelines.
10. Provide on-going consultative assistance, in conjunction with assigned special education
teachers, to regular education teachers serving students with disabilities.
11. Maintain information on and liaison with other public and private agencies and individuals
who provide services to students with disabilities in the district, particularly those ages 14
and above.
12. Participate and provide leadership, as appropriate, in the development of the district
special education budget for approval by the district superintendent.
13. Serve as a liaison with the ADE Special Education Unit in matters concerning education
of children with disabilities.
14. Serve as a local liaison with parents and with parent organizations, including school-based
mental health facilities.
15. Other duties as assigned by the superintendent or designee.
SPECIFIC QUALIFICATIONS and/or REQUIREMENTS:
Physical Requirements: Must be physically able to operate a variety of office equipment including a desk-top and/or lap top computer.
Intelligence: Requires the ability to read and follow a variety of instructions on district, state, and federal websites as well as hard copy.
Language Ability: Requires the ability to read a variety of correspondences. Requires the ability to prepare reports, forms, system documentation, etc. using prescribed formats and conforming to all rules of grammar.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to give oral and written instructions. Must be able to communicate effectively. Must possess the ability to speak to people with poise, voice control, and confidence. Must be able to deliver effective presentations to both small and large audiences.
